Background on the Foreign Currency Differential Adjustment(FCDA)
Effective August 25, 2003, a 1.26% FCDA will be added to the Basic Charge.
FCDA is a tariff mechanism used by utility companies that is adjusted upwards to recover losses if the peso depreciates and adjusted downwards if the Peso appreciates against the US dollar.
Manila Water has to continue paying for the foreign-exchange denominated Concession Fees to the MWSS, as well as loans required for its service expansion and improvement.
The Manila Water’s basic rate implemented in january 2003 was computed based on the foreign exchange rate of P51.86 per US$ which was the prevailing rate during the last quarter of 2002.
The FCDA should be adjusted quarterly and should have been implemented last April 2003.
This 1.26% FCDA was based on the foreign exchange rate of P52.51 prevailing during the second quarter.
Minimal impact to customers
The 1.26% FCDA is equivalnet to an average increase of P0.13 per cubic meter. As a result of our socialized pricing structure, 70% of our custmers will be paying an additional P0.08 per day or P2.85 per month
The Manila Water rate continues to be substantially lower than most regional water rates as well as projected rates if there were no privatization.
